The New Style JSA Claimant Commitment

Your Claimant Commitment is a personalised, legally binding agreement — not a generic form. Here's what actually goes into it, how much flexibility you have, and how to get it changed.

What the Claimant Commitment Actually Contains

35 hrs
Standard weekly job-search expectation, if fit for full-time work
1:1
Set individually with a work coach, not a fixed template
Ongoing
Can be reviewed and updated throughout your claim

Unlike the eligibility test — which is a fixed, mechanical check of your NI record — the Claimant Commitment is negotiated. Two people on identical JSA payments can have very different commitments depending on health, caring responsibilities, and how recently they left work. It typically covers four things:

ElementWhat it defines
Hours available for work Usually up to 35 hours/week, reduced for health conditions, caring responsibilities, or a partial capability for work
Job-search activity Number of applications, employer contacts, or CV/skills work expected per week
Type and location of work Job type, travel-time limits, and any restrictions agreed for the first 13 weeks based on your previous role and salary
How you'll evidence it Usually your online journal, sometimes supplemented by documents at your sign-in appointment

The 13-Week "Permitted Period" — An Overlooked Protection

For the first 13 weeks of your claim, you're generally allowed to restrict your job search to roles matching your previous occupation, skill level, and something close to your previous salary. This is called the permitted period, and it exists specifically so claimants aren't forced into unrelated, lower-paid work immediately.

Software engineer earning £48,000, made redundant
Weeks 1–13Can restrict search to similar roles, similar salary band
From week 14Expected to widen search — lower salary, broader roles, longer commute may become reasonable
Why this mattersRefusing a lower-paid, less relevant role in week 3 is very different from refusing one in week 16
After week 13, your Claimant Commitment is normally revised at your next work coach meeting to reflect a wider job search — this is a standard, expected review, not a penalty.

How the Commitment Differs by Circumstance

Fit for full-time work, no restrictions

Single, no health conditions, no caring responsibilities
Available hoursUp to 35 hrs/week
Typical activityMultiple applications weekly, active job-search log
FlexibilityLowest — standard full commitment applies

Reduced hours due to a health condition

Chronic condition, not severe enough for LCWRA, but limits hours
Available hoursReduced — negotiated with work coach, may need supporting evidence
Typical activityJob search scaled to reduced hours, not zero
FlexibilityModerate — requires evidence, not automatic

Caring responsibilities under 35 hours/week

Caring for a relative 15 hours/week, below Carer's Allowance threshold
Available hoursRestricted around caring commitments and school hours if relevant
Typical activityJob search adjusted to realistic available windows
FlexibilityHigher — but must be declared and agreed, not assumed

Getting Your Claimant Commitment Changed

Your circumstances can change mid-claim — a health condition develops, caring responsibilities increase, or you start a part-time job. The commitment is not fixed for the life of your claim, but it also doesn't update itself; you need to report the change and request a review.

1
Report the change in your journal or by phone
Do this as soon as the change happens — not at your next scheduled sign-in. Delaying can leave you technically in breach of a commitment that no longer reflects your situation.
2
Provide evidence if requested
A GP note for a health change, or details of a new caring arrangement, speeds up the review considerably compared to a verbal request alone.
Agree the revised commitment with your work coach
The updated commitment takes effect from the point it's agreed — it is not usually backdated, so reporting promptly protects you from being assessed against outdated terms.

What Happens If You Don't Meet It

Missing an agreed activity without a good reason is treated as a compliance issue, not an automatic sanction — you'll usually be asked to explain before any payment is affected. Good reasons commonly accepted include illness, a job interview that clashed with a sign-in, or a documented emergency. A pattern of unexplained gaps is treated very differently from a single, explained miss.

The financial consequences of an unexplained breach, how long they last, and how to challenge one are covered in full on our JSA sanctions guide — worth reading before your first sign-in, not after a payment is stopped.

Frequently Asked Questions

Do I have to accept any job I'm offered?

Not automatically. During your first 13 weeks, you can generally decline roles well outside your previous occupation or salary band without penalty. After that, what counts as a reasonable refusal narrows, and your work coach will discuss this as part of your commitment review.

Can I limit my job search to part-time work?

Only if you have a recognised reason — a health condition, disability, or caring responsibility that genuinely limits your hours. Wanting part-time work without such a reason is unlikely to be accepted as your default commitment.

What if I start a part-time job while claiming?

Report it immediately. Your Claimant Commitment will be adjusted around your new working hours, and your JSA payment will be reduced based on your earnings — see the worked example on our JSA calculator page.

Is the Claimant Commitment the same for everyone?

No. It's set individually at your first interview based on your health, caring responsibilities, previous role, and salary, and reviewed periodically — most notably at the 13-week mark, when the search is typically expected to widen.

Can I ask to change my Claimant Commitment before it's reviewed?

Yes — report any relevant change (health, caring, new job) through your journal or by phone as soon as it happens, rather than waiting for your next scheduled review. Updates generally take effect from when they're agreed, not retroactively.
